RETRAITE DE KINDIA: DISCOURS DU PREFET MARITIME

Excellence Madame le Préfet de Kindia,
Mesdames, Mesdemoiselles, Messieurs
L’honneur m’échoit ce matin de vous remercier au nom de la Préfecture Maritime et toutes les administrations partenaires pour votre présence malgré vos différents agendas bien chargés à l’ouverture des travaux de validation du projet de décret de l’Action de l’Etat en Mer (AEM).
Le concept de l’Action de l’Etat en Mer basé sur la coordination et la mutualisation des moyens des différentes administrations est né face à la recrudescence des actes illégaux en mer.
L’augmentation des actes de piraterie et de brigandage est devenue au cours des dernières décennies un important obstacle à la compétivité des ports africains. Non seulement ces attaques entraînent un renchérissement du transport maritime en Afrique, mais elles affectent aussi directement le flux du trafic portuaire. Pour une lutte efficace contre ces actes criminels transfrontaliers commis dans le domaine maritime, l’ensemble des différentes initiatives recommandent de mettre l’accent sur la coopération par la formation et le renforcement des capacités des administrations et de toute autre entité privée ou publique ayant des compétences ou des activités en mer.
Dans le but d’atteindre les objectifs à nous assigner, il nous faut renforcer la coordination et la règlementation à l’échelle transnationale afin de combattre ces différentes activités illégales dans les vastes zones maritimes. Pour ce faire, les moyens d’observation, de contrôle et de surveillance doivent être renforcés, et c’est le lieu ici de louer les efforts de son Excellence Monsieur le Président de la République, le Professeur Alpha Condé, qui dès son accession au pouvoir a créé la préfecture maritime et la mise à disposition de deux chaînes sémaphoriques aux îles de Loos et à Koundindé (Boffa) avec un centre opérationnel maritime (COM).

Environ 90% du commerce mondial transporté par voie maritime d’une part, et le facteur de développement durable d’autre part, source d’énergie et de richesses des activités liées à la mer sont une composante importante et de la croissance nécessaire pour le développement et l’émergence de nos pays.
Cette place importante des mers et des océans dans notre existence et les progrès de l’humanité n’est plus à démontrer d’où l’obligation impérieuse qui incombe à la communauté internationale en général et aux états africains en particulier d’encourager et de prendre les dispositions adéquates pour assurer la sécurité et la sûreté des espaces maritimes.
Mais il convient de noter que la sécurité et la sûreté maritimes se heurtent à la vulnérabilité sinon l’absence de cadre juridique, c’est pourquoi j’ose espérer que ce document pour lequel nous sommes réunis aujourd’hui nous permettra de combler ce vide.
Il faut noter que c’est la première fois qu’une telle réunion regroupant toutes les administrations concernées se tient, c’est pourquoi je remercie toutes les administrations qui ont répondu à notre invitation. Avec ces différentes compétences des débats fructueux et constructifs conduiront à l’adoption d’un document national répondant au souci de nos autorités de sécuriser notre espace maritime.

Avant de terminer ce discours permettez-moi de remercier le ministre de la Défense Nationale, notre département de tutelle pour son assistance durant toutes les étapes de ce travail, le ministère des transports à travers la direction de la Marine marchande avec laquelle cette retraite a été organisée, aux autorités régionales et préfectorales de Kindia pour leur hospitalité.
